Julia L. Johnson is Vice President of Communication and Marketing for Military
Commercial Technologies, Inc. (“MILCOM”). MILCOM creates dominant
technology companies upon proven technologies that are typically acquired from
major military contractors. It provides services and incubation capital
to new technology ventures.
Johnson is a national authority on telecommunications regulation. She
served as State Chair of the Federal/State Joint Board on Universal Service,
which is responsible for issuing federal policy recommendations to the FCC on
ubiquitous deployment of the Internet and advanced communications services in
the United States.
Governor Lawton Chiles appointed her to the Florida Public Service Commission
(PSC) where she regulated Florida’s $16.8 billion investor owned utility
industry, which includes telecommunications, electric, gas, water and wastewater. She
chaired the Florida Public Service Commission (PSC) from 1997-1999.
In 1999, Governor Bush appointed Johnson to chair Florida’s Information
Service Technology Development Taskforce (Internet Taskforce) where she advises
him on information technology policy and related legislative issues. She
also serves as national spokesperson for the Net Compete Now Coalition, an advocacy
Coalition dedicated to promoting regulation-free rapid deployment of competitive
high speed Internet and communications technology.
She received her BS from the Warrington School of Business at the University
of Florida, and her law degree from the University of Florida College of Law.
